At its most basic level, couturier is the French term for
male dressmaker, though it’s often applied to designers, manufacturers,
and merchants of women’s clothing in general, male
or female.

At a higher level, however, the term couturier refers specifically
to Paris-based designers and fashion houses approved to
produce haute couture.

Bonus word: just so you know, the proper French term for
a female dressmaker is couturière (coo-choo-YEHR´).
